The first and most important step of the process is for you to contact our Executive Director, Tony Gallagher in our Great Falls Headquarters office.
If Tony is unavailable, you may ask for his secretary, Adina Poitra.
The next step in the process is to send a letter of application for membership into the CJA to the United States District Judge in the area that you practice.
If you are unsure of your division or have any other question, please be sure to ask Mr. Gallagher about it.

It may facilitate matters if you would forward a copy of your application letter to Tony Gallagher, with the completed questionnaire, so he knows that application has been made and can monitor the Court's action on your application.
The final step in the process is that we ask prospective panel members complete a CJA Questionnaire for our records.
You can download the questionnaire, but we want to make it clear that this is NOT an application for panel membership. The questionnaire is a panel management tool, designed to assist Tony Gallagher in ascertaining the background of panel members. The questionnaire is also used to determine an individual's case preferences, level of experience, areas of specialization and unique skills. The questionnaire in no way replaces the District Court's plenary authority with respect to panel membership.
